Scenery pictures can be perfectly used for web design. One example is this site. For the top region a part of a picture with a nice blue sky with some cloud fragments was used. The color of the center part was adapted to the blue sky. For the bottom region a landscape picture was used and the different sky in this picture was clipped and replaced with the center blue.
